Automatic Mail-in Voting

The following states/district automatically or because of *COVID-19 mail ballots to all registered voters: 

*California, Colorado, District of Columbia, Hawaii, *Nevada, *New Jersey, Oregon, Utah, *Vermont and Washington. 

One disadvantage of automatically sending ballots to all registered voters is that voting rolls are frequently not current. Consequently, ballots are sent to individuals who have moved or died. For individuals who have moved the ballot must be forwarded to reach the individual. For individuals who have moved out of state or died they are no longer eligible to vote. Automatically mailing ballots to all individuals on the voting rolls is inefficient and increases the risk of fraudulent voting.

Automatic Mail-in Ballot Application

The following states automatically or  because of *COVID-19 mail ballot applications to all registered voters: 

Connecticut, Delaware, Illinois, Iowa, Maryland, Massachusetts, Michigan, Minnesota, Nebraska, Ohio, *Rhode Island, South Dakota, Wisconsin and *Wyoming.

No Excuse Mail-in Ballot Request

The following states allow voters to request mail-in/absentee ballots with no excuse required or *COVID-19 fears qualifies as an excuse:

*Alabama, Alaska, Arizona, *Arkansas, Connecticut, Delaware, Florida, Georgia, Idaho, Illinois, Iowa, Kansas, *Kentucky, Maine, Maryland, *Massachusetts, Michigan, Minnesota, *Missouri, Montana, Nebraska, *New Hampshire, New Mexico, *New York, North Carolina, North Dakota, Ohio, Oklahoma, Pennsylvania, *South Carolina, South Dakota, Virginia, *West Virginia and Wisconsin.

Excuse Required Mail-In Ballot Request

The following states require an excuse to request a mail-in ballot and COVID-19 does not qualify:

Indiana, Louisiana, Mississippi, Tennessee and Texas.
